What is an OCIP?

Also known as a Wrap-Up. An Owner Controlled Insurance program (OCIP), is an insurance program in which the owner of the construction project(s) provides insurance for the benefit of its participants (contractors, sub-contractors, consultants, and sub-consultants).

Who is eligible for the Sound Transit OCIP?

Participants who meet Sound Transit's requirements for safety and type of work are enrolled in the OCIP. Eligible participants can include, but are not limited to contractors, sub-contractors, consultants, sub-consultants, and architects and engineers. Also, if you intend to hire any sub-contractors, they must also meet Sound Transits eligibility requirements. You are responsible for making sure all your subs have submitted the OCIP Enrollment.

How does an OCIP benefit the owner?

By providing insurance for all participants, the owner can buy on a larger scale than individual participants. By buying in "bulk", the owner is able to provide broader coverage with higher limits, and get a better rate lowering the cost of the insurance program and construction project.

How does an OCIP benefit the participants?

First, the participants save money by not having to pay insurance premiums for work related to the OCIP. Second, the participants do not have to pay deductibles that may be present in their existing insurance program. By participating in the OCIP, the contractors and consultants of all tiers receive additional safety training. The increase in safety training can lead to better loss experience on and off the job site.

How will I know if I have been enrolled?

Enrollment will be confirmed once Sound Transit's OCIP Insurance Broker (Willis of Seattle) issues the appropriate OCIP certificates. OCIP coverage will become effective at the time your employees first come on to a Sound Move Project Site.

How will I know if my subs have been enrolled?

A Prime contractor/consultant may ask for a "to-date enrollment list" for their contract to verify subs OCIP enrollment.  See Contacts list or OCIP Manual Directory for the Sound Transit Contracts Enrollment contact.

If I am currently working under a Sound Transit Contract or Sub-contract for any Sound Move Project, and have previously submitted an enrollment form, do I have to submit a new enrollment form for any subsequent contract or sub-contracts?

Yes.
